This probably is a representation of two German bombs exploding. The Luftwaffe did drop flares in early night operations in an attempt to illuminate their targets to improve accuracy of bombing. The view seems to be taken over a stretch of water as if looking from Kent towards London or from Essex towards Chatham.

We are grateful to Andrew Cormack for his assistance.
